In 2008, the Clay County Utility Authority installed BCR’s Neutralizer® solution at its 2.3 MGD Ridaught Landing wastewater treatment plant to upgrade from Class B biosolids to a Class A/EQ fertilizer product. In an effort to address escalating energy costs, odor issues, hauling and disposal costs, and stringent environmental regulations, CCUA commissioned a comprehensive engineering study, conducted by Mittauer & Associates, Inc., to evaluate the benefits of commonly used Class A and Class B biosolids treatment options. The study evaluated BCR’s Neutralizer® solution alongside dryer systems, lime stabilization, anaerobic digestion, and Class B aerobic digestion. Based on the study, CCUA concluded that the Neutralizer® system represented the most economical and environmentally responsible option. CCUA subsequently contracted with BCR to install Neutralizer® systems at each of its four wastewater treatment plants.

 

The Ridaught Landing Neutralizer® facility processes Undigested Waste Activated Sludge from the City of Middleburg’s Ridaught Landing wastewater treatment plant. WAS from the clarifier is processed through the Neutralizer® facility, dewatered, and sold to a private farmer as commercial fertilizer. The Neutralizer® facility was designed, permitted, and constructed by BCR in 2008. As part of the process improvements, the construction of a SCADA system provides central control, monitoring, and real-time facility performance reporting. The system includes a user-friendly, logically-structured operator interface for comprehensive monitoring and control of the Neutralizer® process.
